Iron Mountain Quarry, under lease from Pope Resources, needed either Legal Nonconforming Rights under the diminishing asset doctrine or a Mineral Resource Land Overlay. Consequently they applied for both, the latter under protest. Their MRLO application was denied, which they did not appeal because by that time they received their nonconforming rights.
